Cheapest JCOP JavaCard vendor that does not require buying their SDK?

We want to try several experiments with JCOP JavaCard programming. What is the cheapest JavaCard / Development Kit option? I do not mind paying for the card reader and cards. What I try to avoid is paying for the (potentially expensive) vendor SDK for that card. So we need some JCOP card that could be used with free SDK from Oracle / GlobalPlatform. Please advice!
